The
Upper Cumberland Human Resource Agency (UCHRA) was
established by the Tennessee General Assembly in 1973 to
be the delivery system for human resources in
the 14 counties of the region. The programs operated by UCHRA
initially included job training and transportation. During
ensuing years, the UCHRA has expanded to supply a wide range
of services that use a combination of funds from federal,
state and local organizations.

- 2008 Board of Directors - Officers
 Mike Gannon ,
Chairman of the Board
Cannon County Executive Mike Gannon is serving his first term as Chairman
of the Board. Previously, Gannon served as Secretary during 2005-2006 and
Treasurer during 2004-2005. He serves as ad-hoc member on all committees.
 John B. Mullinix ,
Vice Chairman of the Board
Fentress County Executive John B. Mullinix is serving his second term as a
board officer. During 2005-2006, he served as Treasurer of the Board. Additionally,
he serves on the Finance and Transportation committees.
 Mike Foster ,
Secretary of the Board
DeKalb County Executive Mike Foster is serving his first term as a board officer.
Foster also serves on the Finance Committee and is Chairman of the
Aging & Community Services Committee.
 Stephen Bilbrey,
Treasurer of the Board
Pickett County Executive Stephen Bilbrey is serving his first term as board officer.
Bilbrey served as Policy Council Chairman during 2005-2006 and presently
serves on the Transportation Committee and is Chairman of the Child &
Youth Development Committee.
 Herd Sullivan,
Policy Council Chairman
White County Executive Herd Sullivan is serving his third term as an officer.
Sullivan served as Secretary of the Board during 2001-2002 and Chairman
of the Board during 2002-2003. He served as Policy Council Chairman during
2003-2004 and presently serves as Chairman of the Personnel Committee.
