Our Programs and Services

The Upper Cumberland Human Resource Agency (UCHRA) was established by the Tennessee General Assembly in 1973 to be the delivery system for human resources in the 14 counties of the region. The programs operated by UCHRA initially included job training and transportation. During ensuing years, the UCHRA has expanded to supply a wide range of services that use a combination of funds from federal, state and local organizations.

2009 - 2010 Board of Directors - Officers

Stephen BilbreyStephen Bilbrey , Chairman of the Board
Pickett County Executive Stephen Bilbrey is serving his fourth term as a board officer. Bilbrey served as Vice Chairman of the Board during 2008-2009, Treasurer of the Board during 2007-2008 and 2006-2007. He was Chairman of the Policy Council during 2005-2006. Additionally, Bilbrey served as Chairman of the Child & Youth Development Committee.

 

 




Kelly DishmanKelly Dishman , Vice Chairman of the Board

Van Buren County Mayor Kelly Dishman is serving his second term as a board officer. He also serves on the Child & Youth Development and Transportation committees.

 

 

 



Sam Sallee Sam Sallee , Secretary of the Board

Cookeville Mayor Sam Sallee is serving his second term as a board officer. He also serves on the Finance Committee.

 

 

 

 


Michael NesbittMichael Nesbitt, Treasurer of the Board
Smith Co. Mayor Michael Nesbitt is serving his first term as a board officer. He also serves on the Aging and Community Services Committee.
