Workforce Investment Act (WIA) The
Workforce Investment Act Program is designed to make employment and training services
readily accessible to all customers, employers and job seekers. Answering local
employment needs, local elected officials in cooperation with Workforce Investment Boards
composed of business persons, educators, and community leaders will customize services to
each Worforce Investment Act area. The local Workforce Investment area served by
UCHRA is twelve (12) counties: Cannon, Clay, DeKalb, Fentress, Jackson, Macon, Overton,
Pickett, Putnam, Smith, Van Buren and White. Affiliate Career Centers, co-locating
workforce development programs in a single location, have opened in most counties.
WIA services are available for adults, youths and dislocated workers. Service goals
are as follows:
WIA Youth FY02-03: 370
WIA Dislocated Workers FY02-03: 244

| Youth A total
of 387 younger and older youth were served in FY01-02. Of the total 41 older youth
served, 40 enrolled in occupational skills training at area technology centers and
colleges. A total of 346 younger youth entered Career training Programs and 136 of
those participated in summer work and training at the area Technology Training Centers. Dislocated Worker - Provides classroom
training, on-the-job training and job placement for individuals who have lost their jobs
due to plant closure, business failure, mass layoff, or individuals who are long-term
unemployed, and who become unemployed due to general economic conditions. Of the 312
dislocated workers served, all enrolled in ocupational skills training at technology
centers, community colleges, GED classes or on-the-job training.
Adult Provides classroom
on-the-job training and job placement assistance. Of the 516 served, 377 attended
classroom training and 51 entered on-the-job traing. |
Older Americans Act (Title V,
Senior Community Service Employment Program, SYETP) provides part-time
employment in public and non-profit facilities for individuals 55 and over years of age
who meet set income guidelines. Funded by the Tennessee Commission on Aging and the
National council on Aging, Inc. Serves all 14 counties.
Families First Employment Program
provides classroom instruction and education through Tennessee Board of Regents
institutions to insure that needy families with children obtain the training needed to
help them avoid long-term welfare dependency; provides work experience and/or basic skills
for unemployed parents to help them become self-supporting: provides "Fresh
Start" classes prepare AFDC parents for employment and to empower them. Funded by the
Tennessee Department of Human Services. Serves 14 counties.
